The capabilities most commonly missing are the basics: a defined boundary between what an agent can decide alone and what needs human approval, real-time monitoring of agent behavior, and an audit trail covering the full chain of agent actions. (Deloitte, "Agentic AI Is Scaling Faster Than Guardrails," Jan 2026) Meanwhile, 74% of the same respondents expect at least moderate agent use by 2027. Deployment intent is running well ahead of control capability. This is not a reason to slow down. It is a reason to write the control document before production, not after: who can act alone, what gets logged, who can pull the kill switch, and who is accountable for the answer.
